International Business Development Recruiter

at World Learning

The International BD Recruiter participates in a BD team that recruits approximately 120-150 qualified key personnel and non-key professional candidates internationally, locally and domestically for new business/proposal development. She/he should have experience recruiting candidates for competitive USAID & other bi-lateral/multilateral bids and possess a network of experienced COPs, project directors and consultants. The International BD Recruiter supports World Learning’s capture and proposal processes and works closely with the business development team and program teams. The International BD Recruiter will conduct full-cycle recruitment on key and non-key proposal positions, from creating well-crafted job advertisements, sourcing and short-listing qualified candidates, setting up and participating on interviews with technical staff, conducting reference checks on selected finalists, verifying biodata forms, and negotiating contingent offers. The International BD Recruiter is responsible for retooling and reviewing all personnel documents to present final candidates as the most appropriate and competitive for winning each bid. He/she will interact regularly with senior management; revise/improve processes; assess the current consultant and COP database and recommend improvements. The International BD Recruiter will work with bid teams to develop proposal recruitment strategies and will work with senior leadership to develop strategies for developing deeper benches of technical consultants for bids. He/she will attend networking functions, meet with clients, COPs, and team leaders and lead interviews. He/she will drive the development of the write-ups of personnel sections and management section of proposals based on knowledge of World Learning, the bid and of the candidates being proposed. The International BD Recruiter will mentor and build the capacity of all BD team members in full-cycle recruitment on proposals.

Responsibilities

 

Intelligence Gathering, Relationship Management, Market Analysis & Pipeline Development – 20%

  • Manage and develop a database of technical consultants, potential Key Personnel and professionals

  • Actively participate in new business planning/forecasting meetings to stay abreast of a new programmatic developments, directions, and potential locations

  • Develop overall and specific recruitment strategies for bids and help identify potential candidates through databases, contacts/networks, Internet searches, publications, and cold calls;

  • Provide timely and effective recruitment solutions by liaising with hiring managers to ensure full understanding of their requirements, preferences, and timeframes; Manage the hiring manager’s expectations in terms of available candidates, skills, experience, ambition and culture fit;

  • Gather all the relevant information about the vacancies (job descriptions, appropriate salary bands etc.) and agree on attraction strategies (passive or active), assessments required, etc.;

  • Advertise upcoming positions in such a manner as to attract a diverse range of quality candidates;

  • Apply innovative sourcing methodologies and participate in various activities (i.e., job fairs, conferences, etc.) to generate candidate referrals and networks while also using social and professional networking sites to identify and source candidates;

 

Capture & Design – 20%

  • Serve as lead recruiter on large-budget, strategic international development proposals

  • Develop a shortlist of qualified candidates, collect all relevant documents and perform due diligence/background and reference checks; Brief the hiring manager on shortlists with relevant documents and arrange for interviews of prospective candidates;

  • Advise and support travelling capture teams on recruitment tasks for large-budget not-yet-released proposals. Provide quality control on job description write-ups and advertising for proposals and projects in relevant countries, in line with local labor law

  • Provide daily/weekly reports to hiring managers on a timely basis regarding status relating to all positions; including outreach and response metrics for each position c/ remediation as needed.

  • Conduct initial competency-based interviews and use appropriate assessment tools; Maintain accurate and concise candidate notes; Ascertain work eligibility status of candidates;

  • Serve as WL’s representative with candidates. Manage regular communication with contacted and proposed candidates throughout the proposal recruitment process in order to build our network and long-term relationships. Notify candidates should they not be selected as finalists, and maintain regular communication with proposed candidates after submission of a proposal.

 

Proposal Development – 20%

  • Oversee the customization of CVs for bids and train staff on this; ensure the CV addresses proposal or project requirements; Format and tailor CVs and develop well-crafted bioblurbs for each proposed candidate according to the position and solicitation qualifications. Oversee or write, as needed, personnel sections of proposals, tailored letters of commitment and other personnel related volumes. Contribute to the management section of proposals based on knowledge of World Learning, the project requirements and the candidates being proposed. Work with and advise senior technical staff on the development of proposal management plans and personnel write-ups, with an eye on how each candidate skill set best meet what the client is asking for in the contract.

  • Assist senior technical staff in determining finalist candidates, based on the skill set of the short-listed candidates against proposal positions/requirements and assessment of the overall proposed team.

  • Develop draft and final proposal organizational charts for the technical team based on the proposal’s scope of work to guide recruitment and determine how the proposed team should be structured.

  • Negotiate, prepare contingent and regular letters of offer for preferred international and local national candidates;

Reviews & Quality Control – 20%

  • Provide quality control for writing inputs to bids and develop training to address weaknesses

  • Seek feedback from hiring manager to determine the effectiveness of recruiting plans and implementation, establish rapport and gauge morale; Coordinate with HR and assist hiring managers and proposed personnel after the proposal award during the hiring process

 

Systems Management & Development – 20%

  • Work with the recruitment team to develop easy to use recruitment templates and forms for use across World Learning (CV templates, reference check forms, common email templates, How-Tos, recruitment manuals, etc.). Evaluate and improve recruitment and related processes

  • Assess current database for consultants and key personnel to recommend benchmarks for improvement; Maintain recruitment contacts database and recruitment workflow system.

  • Train, manage, and mentor new and existing BD staff on how to communicate performance goals and operating procedures, offering consistent performance feedback and resolution to complex problems

  • Develop written recruiting protocols and procedures in collaboration with Human Resources (HR); leading staff training on recruitment procedures, streamlining company-wide recruitment processes, and brainstorming on improvement of staffing and recruitment proposal writing

 

Requirements

  • Minimum of a Bachelor’s degree, with six years of experience in international development, including two years leading proposal recruitment

  • Experience recruiting for USAID proposals required; Familiar with USAID proposal process and negotiation of expatriate international compensation packages as well as local professional staff.

  • Ability and willingness to travel for 1-2 weeks internationally to less developed countries required – up to 25%; Availability to work outside regular work hours with teams located in different time zones

  • Experience with online networking tools, such as LinkedIn and experience conducting searches on recruitment databases required

  • Demonstrated ability to work in a self-directed, results-oriented environment at a fast pace; Ability to prioritize tasks, organize large volume of work, perform independently; Proven organizational skills, with the ability to undertake multiple tasks under tight deadlines;

  • Excellent oral and written communication skills in English and ability to review others’ work and provide constructive feedback

  • Permanent U.S. work authorization required; position is based in Washington, DC.

  • Fluency in a second language (French, Arabic or Spanish) preferred
