Education Policy Implementation Specialist

Nepal Early Grade Learning Activity

World Learning is a leading international non-profit organization working to create a more peaceful and just world through education, development, and exchange. We are seeking an Education Policy Implementation Specialist for the anticipated USAID/Nepal Early Grade Learning Activity. The specialist will work closely with national, provincial, and municipal government officials to implement education policy, with areas of focus including curriculum, early grade reading/math assessment, school financing and management planning, data systems, teacher training, and inclusive education.

 

The Education Policy Implementation Specialist will be responsible for providing technical and strategic support in the development, dissemination, and operationalization of policies and guidelines to improve early grade teaching and learning outcomes in Nepal.

 

Responsibilities

  • Work closely with program leadership, Ministry of Education counterparts, and education stakeholders to develop best practices and models regarding the implementation of the Ministry’s education policies;

  • Assess policy implementation progress and make recommendations on potential adjustments to policy positions;

  • Assist the government to create a policy environment that supports the expansion of quality, evidence-based early grade education nation-wide;

  • Train and accompany Ministry partners and education stakeholders in the implementation of early grade learning interventions, so as to build their capacity over time;

  • Provide overall technical guidance to Ministry teams to ensure improved processes and systems for information management and school management, planning ,and financing;

  • Provide technical assistance related to school management, financing, accountability, and data/reporting to facilitate improved early grade teaching and learning;

  • Provide technical expertise in practices and procedures including budget preparation and execution for supplying learning resources that meet performance standards for students and teachers;

  • Assist management information systems strengthening and capacity building efforts to facilitate accurate and useful data collection from multiple sources, aggregation, analysis, and application for the purpose of informing school management and accountability;

  • Provide program leadership with timely updates of activity developments, implementation issues, and key decisions;

  • Support program leadership in identifying opportunities for inclusive programming and ensure activity components encourage full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity, or other marginalized status;

  • Other duties as assigned.

 

Requirements

  • Master’s degree in education, education planning, education policy, elementary education, education management, or other related field;

  • A minimum of five years of professional experience working in the education sector in Nepal, specifically Ministry of Education experience;

  • Knowledge and understanding of school management and financing, at the provincial and municipal levels;

  • Technical experience in education policy development and implementation, ideally in early grade learning program development;

  • Familiarity with Ministry and government structures at the national, provincial, and municipal levels;

  • Previous experience in a senior management role, providing technical and programmatic oversight;

  • Capacity to build technical skills and knowledge of local staff;

  • Excellent interpersonal skills and ability to work with various teams, including demonstrated ability to work with and build consensus across a range of stakeholders;

  • Professional level of verbal and written fluency in English as well as in Nepali; Nepalese Nationals preferred;
