Technical Proposal Writers (Consultants)
at US Pharmacopeial Convention (USP)

Brief Job Overview: USP is currently seeking experienced Proposal Writers with a specialty in the global health sector to support the Global Health Programs (GHP) team’s bids both globally and with our Federal Practice (US Government funded opportunities within the US). The Technical Proposal Writer(s) serve as the lead technical writer and assist the Business Development team in the development and writing of winning proposals funded by the U.S. Agency for International Development (USAID) and other federal donors such as NIH, Centers for Disease Control and Prevention (CDC), Australian Government Department of Foreign Affairs and Trade (DFAT), Fleming Fund, World Health Organization (WHO), World Bank, The Global Fund, and additional donors and foundations. Each consultancy may be approximately 20-30 days to support health bids expected to be released in FY 2024 and FY 2025.  Selected consultant candidates will be contacted, kept on file as part of a roster of writing experts for a period of 2 years, and engaged when an opportunity arises.   

Responsibilities 

  • Serve as the lead technical writer for the technical approach areas related to the sectors in which USP works strengthen the supply of safe, quality medicines and supplements worldwide.  In collaboration with internal or external subject matter experts, support the development of the technical strategy.

  • Demonstrated success in writing winning proposals for global health development donors (including USAID, CDC, WHO, World Bank, The Global Fund, and other multilateral donors and foundations) and/or a proven track record of writing successful proposals to US government departments and agencies (such as Health and Human Services, Defense, Commerce, NIH, Veterans Affairs, etc.).

  • Engage members of the capture and proposal team to become familiar with the subject matter, critically evaluate proposed solutions to identify weaknesses and suggest areas of improvement to strengthen technical strategy and writing.

  • Participate in capture sessions focused on win themes and technical strategy development.

  • Prepare the technical outline and technical draft before the final solicitation is released.

  • Develop technical proposal content that is responsive to the requirements outlined in the final solicitation, responsive to the evaluation criteria, and incorporates win themes and technical approach developed by the proposal team.

  • Revise technical drafts in response to feedback and comments received during capture and live proposal development in collaboration with the proposal team.

  • Participate in strategic technical discussions during live proposal development.

  • Gather/research additional relevant contextual information, as requested by consultant manager.

  • Provide regular updates to USP capture and proposal team, including uploading drafts to SharePoint on a regular basis.

  • Other activities as mutually agreed upon.

The Consultant shall deliver to USP:

  • Proposal outline and draft technical approach during capture.

  • Proposal outline and technical approach, in accordance with USP’s proposal calendar deadlines (to be discussed upon receipt of final RFA/RFP).

  • Technical analysis documents/writing documents for capture.

  • The consultants will be responsible for the development of technical narratives that are compliant with donor requirements, based on collaborative design meetings with USP technical staff.  

Basic Qualifications

The successful candidate will have a demonstrated understanding of our mission and a commitment to excellence, equity, and inclusivity along with the following competencies and experience:

  • Advanced degree in English, international development, public health, or related field.

  • Working knowledge of global and/or U.S. public health.

  • A minimum of 9 years’ experience with USG proposal development as a writer (federal practice preferred) and a minimum of 3 years as a lead proposal writer with excellent technical writing and editing skills.

  • Start-to-end experience in writing proposals, including a clear understanding of how to strategically read an RFA, key roles and responsibilities on a proposal development team, and proven capacity to deliver high-quality, winning proposals. Sound knowledge of current donor trends, initiatives, and priorities in international development, specifically global health.

  • Demonstrated success in writing winning proposals for global health development donors (including USAID, CDC, WHO, World Bank, The Global Fund, and other multilateral donors and foundations) and/or a proven track record of writing successful proposals to US government departments and agencies (such as Health and Human Services, Defense, Commerce, NIH, Veterans Affairs, etc.).

  • Ability to synthesize large quantities of complex technical information into a highly readable, concise, and persuasive narrative that clearly communicates the win strategy.

  • Ability to translate technical ideas into concepts for graphics.

  • Willingness to travel internationally for some projects.

  • Systematic approach to the capture and proposal process.

  • Excellent skills analyzing new contracting opportunities, RFAs, and RFPs.

  • Strong organizational skills.

  • Demonstrated ability to work independently and as a part of a team.
