Summary of the Position
The Program Delivery Specialist is a non-supervisory position that provides program management support to ensure a consistent management and implementation approach for Global Health donor-funded projects. S/he is an integral member of the Program Delivery team within the Global Health Programs (GHp) Department supporting ongoing project implementation from start-up through project/contract close-out. The Program Delivery Specialist facilitates strong coordination between contract negotiation/execution and project start-up, particularly in procurement and consultant/vendor management. S/he will continue to serve as an integral member of project management teams in tracking project implementation to ensure timely completion of activities and submission of contract deliverables. S/he will also contribute to the development of, and/or improvements to, project management tools, processes, and systems, and coordinate the training and adoption of tools and systems by program staff. S/he will build and maintain strong working relationship with USP business units to support continuous improvement of business processes integral to high quality, efficient and compliant program implementation. In addition, the Program Delivery Specialist, working under the guidance of the Senior Director, Program Delivery, will coordinate country operations across key USP functions, including but not limited to Legal, Global Finance, Security and HR, to enable quick and effective scale-up of GPH operations in new countries.
Roles and Responsibilities
Project Management Support

Contributes to project start-up activities in close coordination with Program Delivery Manager to ensure a smooth transition from contract execution to project start-up; serves as an integral member of project management teams in ongoing project implementation through to project/contract close-out.

Assumes project management functions (e.g., workplan implementation and deliverable tracking, budget monitoring, coordinating staff/technical resource needs, drafting donor reporting, inputting, tracking M&E data etc.), as requested.

Manages procurement requests and leads consultant/vendor onboarding and management in consultation with relevant project manager to include liaising with Procurement and Global Finance staff to ensure proper supplier set up and timely invoice payments.

Serve as primary backstop with field-based staff, facilitating support from key USP departments to GH country offices in close coordination with the Senior Director, Program Delivery

Lead and/or contribute to the development of and/or improvement of project management tools, processes, and systems integral to high quality, efficient and consistent implementation, including but not limited to workforce planning/ time allocation tools, reporting and documentation tools.

Support staff training and onboarding on program management systems and tools to ensure consistency and quality of program delivery across GPH projects.

Serve as a key resource for program delivery related tools and systems and troubleshoot systems issues with IT department.

Builds and maintains strong working relationships with key USP departments to identify issues and/or opportunities for process and systems improvements in collaboration; facilitates follow-up for process and systems enhancements.

Manages At-Risk tracking and reconciliation in accordance with USP policies and procedures.

Manages Program Delivery SharePoint site and ensures resources are kept up to date.

Ensures good records management, according to USP and donor policies.
Basic Qualifications

Bachelor’s degree in relevant field required or an equivalent combination of training and experience.

Minimum of 3 to 6 years’ experience with program management support and/or implementation of donor-funded programs, including backstopping of country/field operations.

Awareness of the role of pharmaceutical management in Global Health is beneficial

Advanced computer competence (MS Office programs, MS Project or similar)

Willingness to travel internationally

French language skills are desirable, but not required
