The United States Department of Agriculture (USDA) Foreign Agriculture Service through its Food for Progress (FFPr) program expects to fund a value chain improvement program for coffee production and harvesting for Ethiopia for the period of 2020-2025.

The Ethiopia Coffee project will work to address major constraints in Ethiopia’s coffee sector in order to increase smallholder incomes through sustainable yield increases and market access opportunities, while building resilience through the adoption of improved agricultural practices. The project will address challenges related to research, development, and dissemination of local coffee varieties; renovation and rehabilitation of coffee production systems; adaptation to changing climatic conditions; harvesting and post-harvest processing; and marketing. To address these challenges, the project will collaborate with stakeholders at each stage of the coffee value chain, including producers, buyers (processors, traders, and exporters), industry associations and business development service providers, regional and other institutional stakeholders. The project also has a significant focus on job creation, specifically the creation of meaningful employment opportunities for women and youth.

TechnoServe is seeking a seasoned Chief of Party (COP) to lead this anticipated project.


Responsibilities and essential job functions for the COP include but are not limited to the following: 

  • Providing overall strategic guidance, leadership, management, and general technical oversight of the entire project, with a strong focus on achieving defined results

  • Acting as the key liaison with all counterparts, implementing partners, and stakeholders involved with the program

  • Acting as spokesperson for the project and presenting its work regionally/globally

  • Recruiting, leading, managing, and supervising delivery teams comprising long- and short-term team members and consortium partners

  • Ensuring monitoring and evaluation of the project is of suitable quality and that reports are submitted on time

  • Oversight and management of project expenditures in compliance with TechnoServe and donor requirements


  • Master's degree in Agricultural Economics, Business Administration, or other relevant area with a minimum of seven years' experience; or bachelor's degree with a minimum of ten years' experience

  • Experience with donor government relations, specifically with the Government of Ethiopia preferred

  • Prior Chief of Party experience on a US-government funded project, preferably in East Africa 

  • At least seven years of experience in relevant private sector or development programs, with minimum of three years managing large international donor programs

  • Experience in program design including integration of cross cutting issues such as gender, youth, and other marginalized groups

  • Strong private sector market orientation, entrepreneurial and innovative thinker 

  • Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries, Africa preferred

  • Demonstrated skills in problem solving, consensus building, and coordination of diverse stakeholders

  • Outstanding interpersonal and communication skills

  • Fluency in spoken and written English is required
