The Asia Foundation's Public Sector Development Services Unit, responsible for public sector business development, seeks a Budgets and Contracts Manager who will provide budget, cost, and compliance analyses and recommendations on the Foundation's unsolicited and solicited proposals to bilateral and multilateral funders. Reporting to the Director, Budgets and Contracts, this position will lead and support the development, review, and submission of the Foundation’s cost proposals. Other related tasks include developing cost/pricing strategies, participating in program design meetings; drafting budget narratives; and preparing all necessary forms, representations, certifications, and other required cost data. The role offers an experienced development sector professional the chance to lead financial development, contribute to business strategy across the Asia Foundation’s global portfolio, and pursue professional development opportunities. The position may manage relevant team members depending on future team growth.
JOB RESPONSIBILITIES
Budget Development for Proposals (30%)

Responsible for all aspects of the cost proposal with full ownership of the cost volume with minimal oversight

Coordinate with the technical proposal team on strategic issues involving proposal budgets

Collect, prepare, and analyze historical cost data for use in budgeting

Create or modify budget spreadsheet templates in accordance with client requirements
Review of Proposal Budgets (40%)

Reviews field office development of proposal budgets and other cost materials accurately

Manage assigned subcontractors as a part of the proposal process and perform activities including developing budget templates, providing budget assumptions, negotiating budgets, reviewing budgets and notes, and ensuring final submissions conform to client requirements

Ensure proposals comply with the Asia Foundation and donor policies
Project & Institutional Financial Management (30%)

Support leadership in assessing risks of bids to wider company operations

Facilitate staff training related to cost and pricing and business compliance

Assist with other budget development activities such as contract/subcontract budgets, task orders, and pipeline analyses and review project budgets as needed during non-proposal periods

Support field offices in compliance reviews for FAR/AIDAR

Coordinate with the corporate team to develop indirect pricing methodology and strategy

Develop and manage standard budget templates, including project budget trackers

Review project budget modifications and assist with project financial management on an ad hoc basis
REQUIRED QUALIFICATIONS
-
Five years of experience working with complex budgets, cost applications, finance teams, or proposals with international donors, especially USAID and the Department of State

Proficient in the application of relevant cost principles, budgeting methodologies, and cost presentations of U.S. (USAID and Department of State) and non-U.S. funders (DFAT, FCDO, GAC, EU, and World Bank)

Strong Microsoft Excel skills and experience preparing complicated spreadsheets and budgets

Communicates budget concepts, procedures, narratives, and justifications clearly and concisely

Understands Federal Acquisition Regulation (FAR), AIDAR, USAID Standard Provisions, 2 CFR 200 and 700, and other relevant federal regulations

Possesses working knowledge of all contract types, including CPFF, CPAF, FFP, T&M, and IDIQ

Multitasks effectively in a high-volume, deadline-driven environment

Bachelor's or Master's degree in Finance, Public Administration, International Development, Business, or related fields

Ability to travel internationally and domestically (up to 20%) when allowed by the Foundation’s safe travel policy

Written and oral fluency in English

Other relevant language skills in TAF countries of operation a plus
