Plan works for girls’ rights. Harmful barriers like child marriage, human trafficking, and gender-based violence are preventing girls and young women from achieving their full potential. Plan, along with government and private partners, fights against harmful gender norms and empowers young people to create positive change in their communities. We have worked in communities for more than 80 years and provide locally driven programming through 240 offices around the world. Our technical sectors include education, youth economic empowerment, sexual and reproductive health rights, empowerment of girls and young women, and emergency response.
 
Plan International USA is in the process of developing its organizational strategy for FY23-27, aligned with the recently rolled out global strategy, focusing on strengthening the USG funding portfolio to support our mission to advance girls' rights.


To support this strategy, Plan International USA is seeking a Senior Business Development Manager to join our soon-to-be 8-person Business Development (BD) team.

Position Summary:

The Senior Business Development Manager will support and lead USG proposals across both humanitarian and development funding streams, collaborating closely with technical colleagues and country offices to ensure high-quality, compliant, and competitive proposals. With a strong understanding of USG funding mechanisms, particularly USAID, the Senior BD Manager will take a pivotal role in new business development efforts throughout the entire business development cycle. This includes acting as the capture and proposal manager for competitive
USG proposals.


Working closely with the Senior Director of Business Development and the broader BD team, the Senior Manager will contribute to the implementation of the BD strategy to ensure Plan International USA is well-positioned with the USG and potential partners, in collaboration with colleagues in advocacy, communications, technical, and country teams. S/he will have a successful track record of leading competitive USAID proposals and building strong relationships with key stakeholders, both internal and external.

 

FUNCTIONS

 

1. Identifying and Tracking Relevant Funding Opportunities (10%):

  • Advance intelligence gathering, partner relationships, and other resources to identify upcoming USG (particularly USAID) funding opportunities.

2. Capture Stage Leadership (20%):

  • Lead the development of comprehensive capture plans and ensure all milestones are completed before solicitation release.

 

3. Proposal Development (50%):

  • Opportunity Development. Support or lead the development of live opportunities for country-based and global programs, including oversight of

      technical and cost proposals to ensure competitive, high-quality, and responsive submissions.

  • Recruitment and talent management. Ensure sourcing and recruitment of quality Key Personnel (KPs) for proposals.

  • Technical and Cost Proposal Alignment. Ensure alignment between technical and cost proposals in coordination with the pricing team.

 

4. Building Relationships with Country Offices (10%):

  • Identify and prepare for upcoming funding opportunities, including conducting capture trips and providing capacity-building trainings in collaboration with Plan's Country Offices.

 

5. Other Support Functions (10%):

  • Advising on USAID Regulations: Provide guidance on USAID rules, regulations, and priorities and their implications for structuring the technical and

       cost proposals.

  • Representing Plan International USA: Act as Plan International USA's BD representative at relevant meetings, events, and within resource mobilization or

      donor-specific peer networks relating to USG funding streams.

  • Contribution to BD Strategy: Contribute to and drive forward Plan International USA's BD strategy.

  • Process Improvement and Mentorship: Contribute to the improvement of BD processes, tools, and knowledge management while providing mentorship to

      junior BD staff.

SKILLS AND COMPETENCIES:

  • 5+ years of experience with various USG donors, particularly USAID, with knowledge of DOL, BHA, and/or DOS.

  • Understanding of USG priorities and funding mechanisms.

  • Experience in recruiting key personnel for USAID bids and supporting relevant personnel and management sections during proposal development.

  • Excellent written and verbal communication skills.

  • Strong technical skills in writing, editing, formatting, research, negotiation, and verbal communication.

  • High attention to detail.

  • Excellent interpersonal skills.

  • Ability to coordinate multiple projects, work under pressure, and meet deadlines.

  • Team collaboration and willingness to travel, as appropriate within COVID-19 guidelines.

  • Working knowledge of a second language is preferable (French and/or Spanish).

  • Demonstrated commitment to Plan International's mission.

  • Bachelor's degree in a relevant field.
