Plan International USA has two offices, located in Washington, DC and Warwick, Rhode Island. It is part of the global Federation, Plan International, which is comprised of collaborative partnerships between 21 national offices and 51 country offices. Plan International USA is registered 501(c)(3) and has an independent Board of Directors.  

Department Overview

The Project Management Unit is a newly created team with Plan and was created to (1) standardize international project management across all technical teams and donors within Plan USA; and (2) improve the way resources are allocated to projects, ensuring that Plan’s programs are delivered in a compliant manner on time within budget and produce the expected results and (3) serve as a lead to continuously enhance Plan’s international project implementation. This unit performs a critical role working across Plan USA to ensure compliant project implementation of all Plan technical areas and requires working in close collaboration with Plan Country Offices at both the senior level and project implementation units (e.g., finance, Human Resources, procurement).


The Project Management Unit is part of the Programs & Policy division, which is led by the Senior Vice President of Programs & Policy.  The person in this role will report directly to the Senior Vice President of Programs & Policy, collaborating as required with the Chief Operations Officer and Chief Marketing Officer.  The peers of this position are the Senior Director of Business Development, Director of Monitoring, Evaluation, Learning and Research (MERL) and Senior Director of Technical Services, along with senior leaders in other divisions within Plan International USA such as IMC (significant individual, corporate and philanthropy donors), Operations, Finance and Plan Country Offices.


Position Overview

The Senior/Director, Project Management Unit oversees a diverse portfolio of international projects funded by USG (predominantly USAID), significant individual donors, corporations and philanthropic foundations that are implemented in different Plan Country Offices. The Director of the Project Management Unit is responsible for ensuring that all Plan’s international programs follow project management standard operating procedures to ensure compliant international project implementation across multiple countries.  S/he works closely with staff from Finance, Contracts, Operations & Awards (COA), Plan’s technical experts, representatives from IMC and designated counterparts in Plan Country Offices or Plan teaming partners to ensure startup, execution and close-out of Plan international projects implemented in country on time, within budget and in compliance with donor expectations.  


Performing this role requires an exceptional ability to collaborate with a range of professionals, seek continuous improvements, manage change through coaching and communication as well as motivate and grow a team. Given the cross-entity nature of this position, the Director must also be able to collaborate effectively with a range of professionals both in the US and internationally.  Since this is a new role, the Senior/Director is expected to be comfortable and flexible in leading change, proactively engage in improving project implementation in collaboration with all involved units named above and positively motivate implementation of changes as quickly as possible within Plan USA and Country Offices. Critical determinants for success in this position are collaborative leadership, demonstrated capabilities in improving international project implementation, strong communication and listening skills, demonstrated international acumen and an ability to motivate a diverse team.


This position oversees a staff of approximately five to ten senior project associates and project associates (when the Unit will be fully developed).  The Senior/Director of the Project Management Unit is responsible to build and expand the team’s skill sets in project management and implementation, lead required improvements to project implementation and grow their technical expertise by partnering with the technical team and other units essential for project implementation.

Main Responsibilities

Project Management:

  • Lead, build and manage a team focused on implementation of Plan USA international project management approach.

  • Collaborate effectively across Plan to identify continuous improvement of processes, systems and procedures for project implementation. Collaborate on adaptation of identified systemic improvements.

  • Effectively engage with different levels across Plan to communicate and facilitate changes in project implementation.

  • Partner with technical, finance, compliance, IMC, Country Office staff and teaming partners to create standardized work plans and annual budgets to ensure appropriate resource allocation to implement the project. Perform an integral role in forecasting of budgets for projects and Plan USA.

  • In collaboration with team members, Plan Country Offices and Finance ensure the review of monthly budgets and, invoices. Monitor operational and financial status of each project. In collaboration with finance, review monthly updates on financial performance of projects.

  • Monitor ongoing issues and risks and work with peers and the SVP, CMO, and COO to mitigate risks and resolve issues, including working with Plan Country Offices where applicable.

  • Lead project presentations in quarterly portfolio reviews.

Training, Supervision & Coaching:

  • Develop capabilities of team members or others on Plan’s project management approach

  • Direct and supervise the project management unit staff; distribute project portfolio workload allocations; plan field visits with the team based on risk, project materiality, etc.; work with team in all aspects of workload management, including time reporting and staff allocation.

  • Lead the team in the design and delivery of periodic reviews of process, systems and procedures, in the provision of in-house trainings and workshops related to Plan’s project management standard operating procedures.

  • Develop and manage relationships across teams through building trust, understanding requirements, and being proactive.

  • Excellent leadership and management skills.

  • Demonstrated experience leading and managing transformational change in international operations, preferably in an INGO setting

  • Demonstrated ability to work in a team environment and coordinate activities among teams, especially multinational teams.

  • Demonstrated ability to coach and build team capabilities.

  • Strong knowledge of project management methodologies and principles, including international issues that can arise while working with different country contexts.

  • Proven home office and international USG funded project experience; must have managed complex USAID funded projects or portfolios of such projects.

  • Ability to apply project management approaches to private sector or other institutional donors.

  • Ability to use financial and utilization data to build budgets and track adherence to goals.

  • Strong communication and facilitation skills.

  • Well organized and able to manage multiple priorities.

  • Ability to communicate clearly in English, both oral and written, with Spanish and/or French a plus.

  • Experience working with US based projects funded by private sector or institutional donors a plus

  • Competent computer skills, including MS Office and Salesforce

Education and Experience:

  • Master’s degree, preferred; International Development or Business discipline

  • Knowledge and experience with USG Rules and Regulations and of other institutional funders within the field of international development.

  • 10+ years’ experience in international development, demonstrating increasing management responsibilities in a similar size organization implementing USG international contracts and cooperative agreements. Preference given to candidates that are also familiar with managing international projects for donors from private sector or institutional donors.

  • Preference given to candidates with INGO experience and candidates with field/home office project management experience; experience leading units that provided project management/operational support to a technical sector or group of technical sectors.

  • Experience in INGO with diverse (private and institutional) funding

  • 5+ years supervisory experience
