Plan International USA is seeking a Pricing Manager (PM) to join the Finance Department’s Cost and Pricing team. This position will report to the Senior Pricing Manager and is responsible for the costing/pricing, preparation, and review of cost proposals to include fully costed budgets and budget narratives submitted to U.S. Government Donors, US-based corporations, and foundations.
To develop high-quality proposal budgets and budget narratives, the PM will be required to:

Work with Plan's Business Development Unit (BDU), Corporate and Foundations Partnerships (CFP) staff, Disaster Risk Management (DRM) and other programmatic and technical teams, senior management, and finance team members across multiple technical areas to develop competitive cost proposals;

Participate in pre-solicitation and pre-proposal activities for selected bids; and

Coordinate with Plan's local and international staff in Plan's country offices, as well as business partners (in both a prime and sub capacity), donors and other stakeholders to develop competitive cost proposals;

Assist with budget realignments, cost modifications and extensions on current projects.

Assist the Senior Pricing Manager to train and educate Plan staff on pricing-related issues to streamline cost and pricing across the organization.

Communicate budget/cost information to non-financial staff.
The PM could occasionally be assigned other duties to support business development and other units at Plan, subject to workload and the PM's past international development experience.
The following are essential functions for this position:
Pricing for Proposal (75%):
-
Translate technical program design into Excel budgets and budget narratives in Word and assist with other budget‐related inputs necessary for submission of cost proposals to USAID or other U.S. government agencies, including securing cost-related approvals required for implementation during the pre‐award phase.

Coordinate and collaborate with internal and external stakeholders, across multi-cultural settings, to obtain cost inputs, for both prime and sub roles, including both US- and field-based Plan staff responsible for technical assistance, program implementation, business development, compliance, and finance.

Review of cost‐ and budget‐related elements of bid solicitation documents and drafting of questions for donors to clarify such documents.

Assist programmatic and technical staff with cost modifications.
Process Improvement/Systems Strengthening (20%):

Contribute to the development of budget templates, new practices, and other pricing tools to improve the efficiency and accuracy of the USG budgeting process.

Organize and maintain well-documented records supporting cost proposals.

Other duties as assigned, including occasionally: assisting with Plan's overall USG business development efforts (e.g., attending meetings and events, international travel, etc.), budgeting for non-USG business development efforts (e.g., corporates/foundations), guiding program staff on budget realignments, and participating in overall process improvement efforts and organizational strategy at Plan.
Internal Review (5%):

Collaborate on cost proposal questions in competitive range discussions (issues letters, BAFO).
Competencies
Required
-
Minimum of 3-5 years of relevant work experience.
-
Advanced knowledge of Excel and budgets.
-
Experience with pricing and preparation of budgets for competitive USAID solicitations (both RFPs and RFAs) is required; substantive relevant experience in cost proposal development for other donor types may be considered within the years of experience sought.

Experience with finance, accounting, and/or compliance review for U.S. Government funded international (or domestic) development projects.

Ability to work on multiple projects simultaneously, work well under pressure and meet deadlines.

Must be able to work independently as well as part of a team in a primarily remote-working environment.

Excellent technical skills in budgeting, pricing, math, accounting, financial/business software and/or databases.

Excellent writing, editing, formatting and English grammar skills.

Excellent interpersonal and verbal communication skills, including negotiation experience related to cost and pricing and coordinating activities with multiple partners (including field-based staff)

Willingness to travel for specific assignments in countries where Plan operates.
Preferred
-
Working knowledge of a second language highly desirable: French, Spanish preferred.

International field experience and/or program management experience in one of Plan’s relevant technical sectors is a plus.
Preferred Experience and Education
-
Master’s degree in project management, international studies or related field and a minimum of three years’ work experience in international development, business development, non-profit or similar industry (or bachelor’s degree with a minimum of five years’ work experience)

Financial management combined with substantive business development work and international field experience will be considered a plus.
