Plan International has worked in communities for more than 80 years and implements locally led programming through approximately 240 offices around the world. Plan International USA is one of Plan’s federated national offices and works closely with country offices’ local staff in areas of program implementation. Our technical sectors include education, youth economic empowerment, sexual and reproductive health rights, empowerment of girls and young women, and emergency response.

Plan International USA has finalized the organizational strategy for FY23-27, in line with Plan International’s recently rolled out global strategy, which includes ambitions to strengthen the USG funding portfolio to help support our global mission to advance girls’ rights.

Position Summary:

To support our USG portfolio, Plan International USA is seeking a Business Development Manager Recruiter to join a growing BD team with eight anticipated team members. Approximately 60% of the time, the BDM Recruiter will lead on recruitment for proposals, particularly for key personnel but also for non-key positions, working with BD and technical colleagues in the U.S. and closely collaborating with our country offices to ensure that high quality personnel are identified for competitive opportunities. In the remaining time, the BDM Recruiter will support other relevant BD processes and functions – such as capture, coordination, or capacity building – for USG proposals across both the humanitarian and development funding streams.

 

The BDM Recruiter will have a successful track record working on competitive USG proposals, in particular leading on KP recruitment for USAID opportunities, with experience and interest in further developing complementary BD skills.

 

FUNCTIONS

 

1. Lead on Key (and non-key) Personnel Recruitment for competitive proposals (50%)

  • Develop proposal recruitment strategies in conjunction with proposal teams

  • Recruit Key (and non-key) Personnel

    • Draft job descriptions

    • Identify candidates though sourcing, liaising with country offices, and gathering recommendations

    • Coordinate and conduct interviews with candidates and finalize shortlists

    • Conduct reference checks on selected finalists

    • Negotiate contingent offers

  • Prepare personnel-related proposal deliverables such as CVs, management sections, and staffing matrices

2. Support the BD team on USG proposal processes (40%)

  • In coordination with the Business Development Associate, contribute to identification and tracking of relevant upcoming USG funding opportunities

  • Support capture/proposal processes on USG opportunities (PRM, BHA, DOL, DOS and/or USAID), including desk research

  • Prepare or contribute to proposal deliverables as needed, such as capacity statements

  • Advise on personnel-related USG rules, regulations and priorities, and associated technical and cost implications for staffing/management decisions

 

3. Support improvement of BD processes, strategies, and capacity (10%)

  • Build capacity of BD team members in recruitment for competitive proposals

  • Contribute to the improvement of BD processes, tools, and knowledge management (particularly focused on KP recruitment)

  • Contribute to driving forward Plan International USA’s BD Strategy

COMPETENCIES:

  • Experience (2+ years) with KP recruitment for USAID opportunities

  • Familiarity with and experience working on proposals for a range of USG donors (including USAID, DOL, and/or DOS, with a particular emphasis on USAID BHA and PRM)

  • Understanding of USG priorities and different funding mechanisms

  • Experience writing relevant sections of proposals during proposal development, including capacity statement and personnel/management sections

  • Excellent interpersonal and communication skills, both written and verbal

  • Excellent technical skills in writing, editing, formatting, research, negotiation, and verbal communications

  • High level of attention to detail

  • Ability to coordinate multiple projects simultaneously, work well under pressure, and meet deadlines

  • Ability to collaborate with others and work as part of a team

  • Willingness to travel, sometimes with short notice, for specific assignments in country offices

  • Working knowledge of a second language preferable (French and/or Spanish preferred)

  • Demonstrated commitment to Plan International’s mission

  • Bachelor’s degree in relevant field
