Panagora seeks an experienced Deputy Chief of Party for an anticipated USAID/Tanzania Monitoring, Evaluation, and Learning Support Platform activity. The DCOP will oversee activity operations and provide technical expertise as needed to achieve this contract’s objectives.
This is a long-term position based in Tanzania expected to start in late 2021.
Duties and Responsibilities

Supervises MELS operations including finance, administration, procurement, security as well as supervision of the cross-cutting technical team.

Develops operational processes for recruitment, subcontracting, procurement, and invoicing tasks.

Effectively manages subcontractors in providing timely, relevant, high-quality services.

Understands USAID standards, indicators, evaluations, and data collection tools and reporting timelines and systems.

Facilitates planning meetings and technical strategy sessions, formulating the appropriate questions to ask at multiple levels.

Under the leadership of the chief of party, facilitates various meeting and planning sessions between MELS and USAID and leverages that information to take the activity to the next phase- understanding the skills needed to complete the task, developing scopes of work for additional needed resources, and building out the team as needed.

Support capacity and knowledge building of USAID counterparts and MELS consultants through on- the job training, knowledge sharing workshops and mentoring.

Support the preparation of annual work plans and routine reports.

Track compliance with deliverables schedule.

Other duties as assigned by the chief of party.
Requirements

A minimum of a Master’s Degree in development, evaluation, economics, knowledge management, business administration, or related fields.

Previous experience leading multiple international donor funded evaluations and assessments; and familiarity with MEL plan and PMP development; remote qualitative and quantitative data collection; remote, and knowledge management initiatives.

A minimum of eight (8) years of progressively responsible professional experience in overseeing operations on similar activities, with tasks including finance, administration, procurement, security, and supervision of the team.

Experience working with USAID monitoring and evaluation mechanisms strongly preferred.

Knowledge of USAID contract management procedures, requirements, and resources

Minimum of five (5) years of supervisory experience.

Excellent teamwork, interpersonal, verbal, and written communication, presentation, and facilitation skills.

Deep knowledge and experience applying USAID regulations and compliance requirements.

Professional experience in Tanzania a strong advantage.

Fluency in English and Kiswahili, written and spoken.
