Panagora Group seeks an experienced deputy chief of party for the anticipated five (5)-year USAID/Nepal Monitoring, Evaluation and Learning (MEL) Activity. The MEL Activity will provide USAID/Nepal with technical and advisory services for monitoring; evaluations; research, assessments, and data analysis; geographic information services (GIS); and collaborating, learning, and adapting (CLA) activities.
This is a long-term position based in Kathmandu, Nepal expected to start in 2022.
Duties and Responsibilities

Serve as the principal point of contact in Nepal for procedural and substantive matters in the absence of the Chief of Party (COP).

Under the direction of the COP, assist the USAID/Nepal Mission in establishing performance measures, collection and analysis of performance information to be used for decision-making and resource allocation.

Oversee all aspects of evaluations, including planning and management; delegating supervision of the cross-cutting technical team; participating on evaluation teams; designing programs; and conducting activities to build capacity for USAID/Nepal and implementing partners in M&E methodology.

Oversee USAID/Nepal MEL platform’s operations including finance, administration, procurement, and security.

Manage subcontractors in providing timely, relevant, high-quality services.

Lead planning meetings and technical strategy sessions, including consultations and planning sessions with USAID and partners.

Support capacity and knowledge building of USAID counterparts and MEL consultants through on-the-job training, knowledge sharing workshops, and mentoring.

Manage an effective monitoring and reporting system.

Other duties as assigned by the COP.
Requirements

A minimum of a master’s degree in international development, evaluation, economics, knowledge management, management, or a related field.

Minimum of ten years of experience in public or private sector management, administration, and planning; international development; and development project management and implementation.

Minimum of seven years of supervisory experience.

Demonstrated experience leading multiple international donor-funded evaluations and assessments; and familiarity with MEL plan and PMP development; remote qualitative and quantitative data collection; remote, field-based, and third-party monitoring; and knowledge management initiatives.

Proven ability to understand client needs, develop appropriate solutions, manage large teams, and complex technical activities and reporting structures; previous experience supporting USAID missions highly desired.

Excellent teamwork, interpersonal, verbal, and written communication, presentation, and facilitation skills.

Deep experience applying USAID regulations and compliance.

Fluency in English, written and spoken.

Must be a Nepal legal resident.
