The International Republican Institute (IRI) is seeking candidates to direct its national and subnational governance assistance program funded by the United States Agency for International Development (USAID) in Nepal. Nepal conducted historic sub-national elections at the end of 2017 yielding a new crop of elected officials at both the local and provincial level.  These new provincial assemblies represent a significant part of Nepal’s transformation to a federal republic, and IRI’s Resident Program Director (RPD) will oversee a range of governance training and assistance efforts designed to develop the research capacity of lawmakers and legislative staff, support the government’s implementation of federalism, and provide capacity-building assistance to provincial councils and their secretariats.

This unique and exciting opportunity is based in Kathmandu. This position reports directly to IRI’s Asia regional program director and will be supported by program staff in Washington, DC and a small team in Kathmandu that he/she must recruit.  The RPD is responsible for all programmatic, personnel, outreach and accounting matters in Nepal. The RPD will also design and implement the long-range strategy for IRI’s Nepal program, manage budgets, and is responsible for compliance with local laws and regulations governing donor funds. 

The RPD will carry-out IRI’s mission and demonstrate these core values in the implementation of day-to-day work.

Position Requirements

  • Undergraduate degree in political science, international relations or related field.

  • At least seven years professional experience in democratic governance and politics, preferably working directly with national and/or provincial legislative bodies, policy research institutions, political parties and/or civil society organizations.

  • Ability to communicate governance skills and experience to others as a trainer, advisor or technical consultant; sensitivity to working in advisory role with local organizations.

  • Working knowledge of the politics, economics, history and culture of Nepal and/or the South Asia region.

  • Strong written and oral communication and presentation skills.

  • Demonstrated management experience including ability to motivate and manage staff.

  • Demonstrated experience working with USG funded projects and familiarity with USG donor regulations and processes.

  • Demonstrated financial management experience, including the development and administration of program budgets.

  • Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donors.

  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.

  • Willingness to travel within Nepal.

  • Willingness to live and work in a challenging environment.

 

Primary Functions & Responsibilities

  • Serves as IRI’s senior representative in Nepal, developing and maintaining relationships with all relevant stakeholders, including U.S. and foreign diplomats and donor agencies, host-country government representatives, and program partners.

  • Participates in the design of new programs and contributes to the development of new program ideas.

  • Oversees the implementation of all program activities ensuring consistency with grant workplans and objectives.

  • Establishes, maintains, and develops productive working relationship with relevant stakeholders, consultants, and IRI staff based in Nepal and Washington, DC.

  • Monitors, analyzes and reports on political and related developments in Nepal.

  • Oversees all operations related to the IRI field presence, and ensures compliance with local laws regarding IRI’s legal status in Nepal and employment of local staff.

  • Hires and supervises local field staff, including professional development and evaluation process for these staff. Sets specific performance goals and provides ongoing performance feedback.

  • Mentors local staff in program development, finance, workplan development and presentation, reporting, monitoring and evaluation, business development and knowledge management.

  • Maintains an understanding of donor and IRI policies and procedures, including grant financial and compliance requirements.

  • Monitors and approves field office budgets and expenses, in collaboration with Washington, DC program staff and IRI’s regional project accountant, to ensure that expenditures remain within budget allocations.

  • Ensures adherence to monitoring and evaluation plans, including the monitoring of programs and evaluation and analysis of program results.

  • Provides information and contributes to sections of quarterly, semiannual, final and other relevant donor reports.

  • Anticipates, troubleshoots and resolves potential issues with creative and immediate solutions.

  • Leads business development efforts in coordination with Washington, DC staff, including identifying and seeking out potential new or additional sources of funding and developing new program ideas.

  • Actively supports IRI’s communication strategy, including branding and outreach plans.

  • Performs other duties as assigned.

Qualifications

Education

Required: Bachelors or better in Political Science or related field of study.

Experience

Required: 7 years: Professional experience in democratic governance and politics
