Finance and Administration (F&A) Director for USAID Bednet Distribution Project in DRC

IMA World Health (IMA) is a faith-based non-profit organization that implements donor-funded health systems strengthening, maternal and child health, neglected tropical disease, malaria, HIV, non-communicable diseases, and sexual- and gender-based violence prevention programming in some of the most challenging settings throughout Africa, Asia, and the Caribbean. IMA maintains a diverse and complex funding portfolio made up of both donor-funded grants and contracts that support program services across those countries and totals approximately $100 million annually.  

 

IMA is seeking applications for a F&A Director for an anticipated USAID Democratic Republic of Congo (DRC) Bednet Distribution Project. The project will support the National Malaria Control Program (NMCP) in the DRC to achieve its goal of universal coverage with insecticide treated nets (ITNs). The F&A Director will provide overall financial and operations oversight and senior level guidance for the project.   

 

Duties:

  • Oversees all administration and finance operations for the contract, including contributing to rapid project start up and mobilization.

  • Develops and oversees administration and finance systems for project implementation to meet the financial management, forecasting, and reporting requirements.

  • Ensures that all financial management work is performed to the highest ethical and professional standards and in accordance with IMA and program guidelines.

  • Oversees budget tracking and analysis and generates and analyzes monthly financial management reports. Ensures that project expenses are reasonable, cost-effective, and comply with USAID rules and regulations.

  • Prepares donor financial reports and coordinates with the Chief of Party and HQ Financial Analyst for submission in a timely manner.

  • Establish and maintain systems and procedures for sub-contractors and monitor and ensure their compliance to program financial and contractual guidelines.

  • Develop and maintain a comprehensive knowledge of related regulatory, statutory and administrative requirements with respect to the Government of DRC laws and USAID rules and regulations.

  • Provides leadership support for the successful implementation of and adherence to IMA Global HR Operating Policies and Procedures.

 

The position requires a competent and experienced person with the following attributes:

  • Post-graduate degree in business administration, accounting, finance, or relevant field.

  • At least 7 years’ experience in finance and/or administration of donor-funded projects, with a minimum of five years of progressive management experience.

  • Familiarity and prior experience with USAID contracts.

  • Strong background in financial management, budget development, and analysis and experience supervising program operations, including HR, procurement, IT, and subcontracts.

  • Experience in Africa, and the DRC or other fragile/conflict-affected country is preferred.

  • English/French language skills at a proficiency level that allows professional communication, orally and in writing, with local counterparts and USAID personnel.
