POSITION SUMMARY:

Freedom House seeks a Senior Business Development Manager (SBDM) to work with staff to facilitate, design, write, and submit high-quality program proposals, and contribute to the development of Freedom House’s program strategy, staff development, and supervision. The SBDM is a member of the Business Development Team in the International Programs Division (IPD) who reports to the Director of Business Development.

 

The SBDM will provide mid-level management and perform multiple high-level roles as needed for business development, including acting on behalf of the Director. The SBDM will facilitate collaboration with program staff to design and implement an opportunity pipeline strategy for global awards, including pre-positioning (intelligence gathering, partnership development, and networking). S/he will ensure integration of lessons learned from ongoing programs as well as monitoring & evaluation best practices. S/he will serve as the primary point of contact with donors and partners to build relationships and new, global opportunities. Representing Freedom House’s long-term business interests through coordination with Programs, Finance, and Grants staff, the SBDM will drive and facilitate the responsive, feasible, compliant, and innovative design and writing of winning, implementable projects for the US Government; and manage team workflow to ensure quality of all proposal elements of the technical and cost applications. The SBDM will manage and mentor BD staff to design and submit high-quality proposals This is an exciting opportunity not only to contribute to business development but also to lead the development and implementation of standard processes, best practices, and new strategies across the organization. The position is based in Washington, DC.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

 

Proposal Management & Development ~ 45%

  • Acts as proposal manager for bids and high-volume cost extensions of $1million or more.

  • Co-leads project design and proposal management process to ensure responsive, feasible, and compliant design.

  • Drives strategic discussions including developing and/or writing all technical sections with the support or input from the Technical Lead and Program Team.

  • Serves as lead technical writer for proposals and other proposal components.

  • Works with Programs to incorporate best practices and lessons learned into program design, as well as identify new approaches to Freedom House programming.

  • Manages & facilitates internal relationships to identify technical writers and reviewers.

 

Capture ~ 20%

  • Serves as capture and/or proposal manager and develops capture plans for global opportunities.

  • Collaborates with staff across Research/Analysis, Advocacy/Communications, and International Programs teams on planning and strategy for new, global opportunities.

  • Builds and manages relationships with international and local partners to enhance teaming opportunities.

  • Conducts initial capacity assessments of local partners for pre-award assessments to meet USAID and other donor guidelines.

 

Market Analysis & Portfolio Manager ~ 15%

  • Researches and writes “White Papers” related to program and proposal development in Freedom House’s core practice areas to build technical expertise and inform program design and business growth strategy.

  • Facilitates regular, bid review meetings (e.g., capture/no capture, bid/no bid) to promote and anchor all bid investment discussions for their geographic area through intentional conversations across technical sectors and geographies.

  • Makes presentations and attends relevant sector events to maintain contacts and communications with peer and partner organizations and donors to build relationships and identify new business opportunities.

  • Participates in working groups, summits, sessions, and other such activities.

 

Contribute to New Business Best Practices ~ 20%

  • Attends conferences, seminars, and training to bring back trends and best practices.

  • Develops new processes and systems to improve quality and efficiency of proposal process.

  • Supports leadership to develop annual and longer-term business development strategies.

  • Maintains database of new, global opportunities and produce reports for leadership.

  • Works with the international programs division to further standardize the proposal development process.

  • Develops resources to strengthen proposals and oversee knowledge management for business development.

  • Trains staff in proposal writing and other select business development topics.

  • Travels within US and abroad as required.

JOB QUALIFICATIONS:

 

Education:    

  • Master’s degree in political science, international relations, international development, anthropology, or related field. 

 

Training or Certification:

  • Knowledge of USAID and U.S. State Department award development processes and rules and regulations.

 

Required Experience:          

  • 8-10 years of related business development experience, preferably with an international development organization.

  • Experience in one or more of the following technical areas: human rights, democracy, and governance.

  • Experience and knowledge preparing competitive bids for US foreign assistance funding (e.g., USAID, US Department of State), including knowledge of key regulatory requirements.

  • Documented track record of writing, designing and winning multi-million dollar USG grants and contracts in one or more of Freedom House’s key technical areas.

  • 3-5 years of staff supervisory and mentorship experience.

  • Experience collaborating with diverse teams.

  • Experience contributing to organizational strategy and change processes.

  • Demonstrated knowledge and application of new business generation (strategy and pre-positioning) methodologies.

  • Demonstrated knowledge and application of proposal development and management methodologies.

 

Skills and Competencies:

  • Excellent research, writing, editing, and communication skills.

  • Excellent organizational skills with the ability to prioritize multiple responsibilities and meet deadlines.

  • Ability to maintain the highest degree of confidentiality regarding all aspects of work.

  • High level of attention to detail and ability to consistently produce timely and error-free work.

  • Demonstrated computer literacy and experience with a variety of business applications and project management software, such as database management systems.

  • Willingness to travel within the US and internationally.

  • Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range is between $87,000 and $143,100/year, depending on experience.
