Project Description 

The purpose of this contract is to provide technical assistance to improve reading skills for Honduran students from first to sixth grade in the target regions. This Activity has a national systems strengthening approach. Building on USAID’s prior national level investments in improving curriculum, teaching practices and the education evaluation system, interventions are explicitly targeted to improve instruction at the school and classroom level. These interventions include but are not limited to providing support for improving teacher effectiveness; strengthening existing student assessment at the school level; increasing the quality, availability and use of reading materials; and strengthening classroom and school management. 


Position Description 

The Senior Finance Specialist (SFS) will ensure full financial and contractual compliance of all program activities with USAID regulations. S/he is responsible for ensuring the timely processing of the Project’s financial transactions.  The SFS will ensure consistent application of generally accepted accounting principles and standards.  S/he will lead by example the full implementation of EDC policies and procedures (P&P) and internal controls, and provide assistance during budget preparations, financial planning, and analyses. S/he will supervise encoded entries and maintain records in QuickBooks; generate monthly and periodic financial reports; and ensure preparation and submission of reports in a timely manner, to comply with necessary organizational and governmental requirements.   


Working with the contractor’s internal auditing system and Financial Comptroller, the Senior Finance Specialist will establish accounting and financial reporting protocols for local organizations as needed. S/he will supervise head office financial staff and program budget matters, managing accounting and disbursement needs, verifying that procurements comply with USAID and Contractor’s financial guidelines, overseeing the training of staff and partner NGOs in financial systems, ensuring adherence to management policies, and assuring timely contributions to HO financial reporting to USAID. The Senior Finance Specialist reports directly to the Deputy Chief of Party (DCOP). 

Essential functions include: 

  • Ensure that all financial transactions are processed daily following EDC’s policies and procedures, USAID rules and regulations, and generally accepted accounting principles (GAAP). 

  • Responsible for leading and completing the entire financial cycle of the project on a timely basis.  

  • Coordinate the reconciliation of balance sheet accounts with the accountant. 

  • Review the petty cash reports to ensure all expenditures are documented. 

  • Maintain and update the segregation of duties according the organizational chart and personnel changes as needed. 

  • Supervise the project’s accounting teams in Tegucigalpa and regional offices. 

  • Ensure regional offices performance of finance, accounting, budget and projection functions comply with sponsor and EDC policies and procedures. 

  • Review regional office transactions to ensure prudent use, management and utilization of project funds. 

  • Serve as the point person for the technical team with respect to budgeting and financial planning of field activities. 

  • Serve as local point person for external financial reviews and/or audits. 

  • Ensure timely remittance of withholdings and other taxes as well as submission of mandatory reports to government regulatory agencies. 

  • Provide timely and accurate information to the project team. 

  • Coordinate and/or collaborate with both internal and external parties including, but not limited to, the EDC and USAID staff; consultants, temporary personnel, vendors, and other service providers; local partners and stakeholders; and other related organizations that do business in the area of the activity’s work.   

  • Perform additional tasks as needed. 



The candidate for the position of Senior Finance Specialist shall have at a minimum the following qualifications: 


Education: Requires a master’s degree in Business and/or Public Administration or a master’s degree in Accounting and/or Financial Management or Certified Public Accountant. 


Skills and Experience:  

  • At least 15 years of experience in financial management of development activities with increasing levels of responsibility; 

  • Minimum 5 years of experience in financial management and compliance of USAID contracts 

  • Active membership in a professional body such as those for Certified Public Accountants of Honduras highly preferred;  

  • Proven interpersonal skills, good communication / teamwork with technical teams; 

  • Successful experience managing finance teams in complex projects interacting with technical staff; and 

  • Experience working in Honduras preferred. 


Language: Professional Proficiency in Reading, Speaking, Listening and Writing Spanish is required. Proficiency in Reading, Speaking, Listening and Writing English is required.
