CASA-1000 Secretariat


ECODIT is seeking qualified applicants for the position of Deputy Executive Director/Deputy Chief of Party (DCOP) for the anticipated USAID’s CASA-1000 Secretariat Project, based in Almaty, Kazakhstan. The project will support the Central Asia South Asia power project, commonly known as CASA-1000, which will allow for the export of surplus hydroelectricity from Tajikistan and Kyrgyzstan to Pakistan and Afghanistan. Specifically, the project will staff and manage the CASA-1000 Secretariat, providing it with a full-time Executive Director/Chief of Party (COP), a Deputy Executive Director/DCOP and support staff that together comprise the primary body responsible for organizing and facilitating communication between key stakeholders, including country governments, donors and international financial institutions (IFIs).


The Deputy Executive Director/DCOP will support the Executive Director/COP in all activities and will be his/her Alter Ego designate whenever required. S/he will directly support and, work closely with the Executive Director/COP to ensure the smooth proper implementation of the main functions of the Secretariat. In addition to his/her responsibilities for the Secretariat, the Deputy Executive Director will fulfill the role of DCOP. S/he will lead the operational side of the project and be responsible for day-to-day compliance with USAID contract requirements. The DCOP will be expected to travel regularly throughout the CASA region to support project activities and objectives.


The successful candidate for this position must meet the following minimum qualifications, which are all required, unless otherwise stated:


  • A minimum of a Bachelor’s degree in public policy, economics, engineering, law, administration, international development or another related field;


  • At least 5 years of progressively responsible international development experience in managing and implementing energy sector reform or medium-to-large scale construction projects funded by IFIs. Prior experience and work in Central Asia or Eastern Europe is a significant plus;


  • At least 3 years of progressively responsible supervisory experience, including direct supervision and performance evaluation of professional and support staff;


  • Proven experience in successfully managing USAID projects and familiarity with USAID contracting requirements;


  • Demonstrated proactive behavior, attention to detail, adherence to strictly established deadlines, and ability to juggle multiple priorities in a fast-paced environment. Strong time management skills;


  • Robust analytical and problem-solving skills and excellent oral and written communications skills in English. Proficiency in Russian required. Additional local languages spoken in any of the four project countries (Afghanistan, Pakistan, Tajikistan, Kyrgyzstan) are a plus;


  • Strong interpersonal skills and a team-oriented disposition; and


  • Demonstrated ability to interact regularly and professionally with senior host government counterparts, private sector entities, and donors on energy sector reform, trade, and similar issues.
