About the Position

 

Global Solutions Ventures (GSV) — a joint-venture partnership between ZemiTek, LLC and Dexis— is seeking a Writer & Trainer for SOGIESC Data Guidance to support the United States Agency for International Development (USAID), Bureau for Development, Democracy, and Innovation (DDI), Inclusive Development Hub (ID Hub). The ID Hub’s mandate is to promote the rights and inclusion of marginalized and under-represented populations around the world in the development process, working across various technical areas to “combat stigma and discrimination, promote empowerment and inclusion of marginalized or underrepresented groups, and improve the lives of populations in high-risk situations.” 

USAID’s ID Hub serves as the government's leader in promoting integrated development approaches to ensure full social participation in the development process by all involved, specifically by promoting participation from the world’s underrepresented, historically-marginalized groups. The ID Hub’s policies promote the needs and engagement of  children in adversity, youth, Indigenous Peoples, persons with disabilities, and LGBTQI+ persons. USAID’s Suggested Approaches for Integrating Inclusive Development Across the Program Cycle and in Mission Operations defines Inclusive Development as “the concept that every person, regardless of identity, is instrumental in the transformation of their own societies and their inclusion throughout the development process leads to better outcomes.”   

 

In support of the Presidential Memorandum on Advancing the Human Rights of LGBTQI+ Persons Around the World, USAID proudly joins this government wide effort, including members of its own workforce. The LGBTQI+ portfolio supports Agency efforts to advance the human rights of LGBTQI+ people and protect them from violence, discrimination, stigma, and criminalization. Programs, research, and trainings supported by the portfolio advance LGBTQI+ livelihoods, health, quality education, access to justice, and much more.  

 

USAID is endeavoring to revise and update existing policies and guidance regarding mandatory sex disaggregation in programmatic data. This consultancy will assist USAID to develop robust guidance and training materials for representing gender diverse people in the collection, storage, and reporting of disaggregated demographic data in Agency programs. The Writer & Trainer will work with the LGBTQI+ team in DDI-ID Hub based in Washington, DC, and an Agency-wide SOGIESC Data Working Group. This is a short-term position of 6-8 months with an immediate start date.  

 

Responsibilities  

 

The Writer & Trainer will be responsible for writing new guidance for USAID staff on disaggregation and best/promising practices for SOGIESC data collection, storage, and reporting in USAID programs. The guidance should include sections on the case for SOGIESC data, implementation (collection protocols, safety, security, ethical considerations, data use, reporting instructions), examples, and additional resources. The guidance should focus on gender identity (GI) disaggregation and also include best/promising practices for collecting data on sexual orientation (SO) and sex characteristics (SC). 

 

In addition to writing this guidance, the Writer & Trainer will develop and deliver a training plan to support the socialization of the new guidance and the additional recommended approaches. The training plan should include materials such as webinar/presentation materials, speaker’s guide, etc. The Writer & Trainer should plan to deliver 6-8 training sessions, including training-of-trainers, for USAID staff and implementing partners. 

 

Qualifications 

 

Minimum Requirements: 

  • Hold a master’s (MA) degree in a related field from an accredited institution with 10 years of experience.

  • Knowledge of international development issues, including a deep understanding of inclusive development concepts and issues and particularly LGBTQI+ human rights and development issues around the world.

  • Demonstrated ability to communicate complex topics related to SOGIESC data in simple, easily understandable language.

  • Demonstrated ability to communicate cross-culturally (both verbally and in writing) complex technical issues to generalist audiences.

  • Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests.

  • Demonstrated experience producing visually appealing, easy to navigate, written resources for a wide range of users.

  • Demonstrated knowledge and deep understanding of monitoring, evaluation and learning (MEL) practices in international development and, specifically, at USAID.

  • Demonstrated experience in designing culturally appropriate demographics data collection instruments for international development programs.

 

Preferred Qualifications: 

  • Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests is strongly desired.

  • Demonstrated interest in international development and foreign assistance.

  • Demonstrated experience producing visually appealing, accessible, easy to navigate online resources for a wide range of users.

  • Demonstrated ability to analyze and synthesize information to present complex issues clearly and concisely, both orally and in writing.
