About the Position

Dexis Professional Services is recruiting for a Systems Strengthening, Governance, and Localization Specialist who will be embedded within USAID's Center for Education, Bureau for Development, Democracy and Innovation. 

To meet localization targets set by the Administration, the Center for Education is expanding its capacity to support Missions to meet an increasing percentage of assistance going to local partners - while still meeting critically important Sustainable Development Goals related to education and youth.  The vast majority of USAID's education funding supports public education systems as the most prevalent and sustainable mechanisms through which to increase access to quality education in many countries around the world.  With this position, the Center for Education strives to match the education expertise we bring to our programming with best practices in systems strengthening, governance, and localization.  The Specialist will advance these priorities around localization in the education sector through the Education Support Initiative 2 (ESI 2) institutional support contract.

USAID’s Bureau for Development, Democracy and Innovation integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work.  It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The Bureau’s Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.

Responsibilities
  • Support the Center for Education in developing and disseminating a cohesive, comprehensive, strategic approach to localization in the education sector.

  • Lead learning efforts to ensure best practices from the field to inform USAID’s approach.

  • Serve as a thought leader on these issues within and beyond the Center for Education.

  • Participate in relevant groups, task forces, and other efforts to advance the Agency’s localization agenda.

  • Provide technical assistance to Missions and the Center to concurrently build public financial and other management systems to sustain local investment in education, employ effective capacity development and organizational culture change measures, and be purposeful about the accountability that communities, unions, and civil society can bring to the education sector. This technical assistance could include:

    • Needs and capacity assessments of public sector entities

    • Scopes of work or other documentation related to activity design of future acquisition and assistance mechanisms, direct financing arrangements, and government to government awards

    • Analysis and recommendations for systems strengthening to build local ownership of existing activities

    • Evaluations related to systems strengthening and governance in the education sector

  • Advance professional development activities, such as training and guidance for education sector staff around systems strengthening, governance, and localization.

  • Apply a diversity, equity, inclusion, and accessibility (DEIA) lens to all job requirements.

 
Qualifications 
  • Bachelor’s degree and 6 or more years of relevant professional experience or Master’s degree and 5 or more years of relevant professional experience

  • Broad understanding of international education development and USAID’s portfolio in basic and/or higher education

  • Experience in public sector capacity building and/or local implementation in an international setting, education sector preferred

  • Proven ability to advance design, management, implementation, and/or evaluation of education development strategies and programs

  • Proven written and interpersonal skills in areas such as facilitation, teamwork, and communication

  • Ability to obtain and maintain a SECRET level security clearance required.
