About the Position
Dexis has been contracted by the USAID Bureau for Conflict Prevention and Stabilization (CPS) to provide institutional staffing support. As part of this contract, the CPS Program Office requires a Knowledge Management (KM) Specialist. The KM Specialist will support the engagement, coordination, and distillation of learning on key topics (e.g. conflict prevention, CVE, stabilization, and adaptive management, etc.) across CPS. This position will play a key role identifying, prioritizing, coordinating, and meeting bureau-wide and/or Front Office knowledge management needs. The position provides support to the Bureau on training and learning and establishes policies and procedures for capturing and disseminating learning and information products. This position requires an active SECRET clearance, and the start date is immediate.
CPS was launched in July 2020 as the U.S. Government’s technical and implementation lead on peacebuilding, state fragility, stabilization, conflict, violence prevention, and political transition in high-priority countries. CPS partners with USAID Missions and Embassies worldwide, working bilaterally or in conjunction with other Agency counterparts to contribute to peace and stability through programs, funding, and technical services. It comprises five operating units: the Office of Civil-Military Cooperation (CMC), the Center for Conflict and Violence Prevention (CVP), the Office of Transition Initiatives (OTI), the Office of Administrative Management Services (AMS) and the Program Office (PO),
Specifically, CPS:

Leads USAID's Global Fragility Act and other core policy engagements with the NSC, interagency, and broader communities of practice to strengthen the USG response to conflict, violence, instability, and political transition;

Leads the USG and the international community in developing and implementing agile and adaptive programs and policy options for responding to conflict, complex crises and emergent and promising opportunities to reinforce peace, stability and democratic transitions in the field;

Works to increase the efficacy of USAID programming in complex, transitioning, and conflict-prone environments by integrating and coordinating CPS programs and programming models within broader USAID efforts;
-
Leads USAID’s efforts to coordinate, advise, and design civilian responses in complex crises and other national security priority missions with Department of Defense counterparts in headquarters and field-based locations.
Responsibilities
CPS Bureau and Program Office Level Knowledge Management
-
Help to establish and maintain a knowledge management platform and practices for the Bureau, working closely with other PO staff and CPS offices;

Support CPS engagement to strengthen the collection and collation of important materials and information for effective bureau and programming operations;
-
Work with CPS Front Office, Program Office and line offices to identify bureau-level learning priorities;
-
Provide overall bureau-level leadership and guidance on CPS KM/Learning, to include an action plan; drive the implementation of the action plan;

Coordinate bureau or other KM working groups and steering committees;
-
Promote collaboration and cross-learning through events, workshops, and/or trainings and other fora;

Provide overall maintenance and upkeep on KM mechanisms, systems, or platforms for use by the CPS bureau;

Coordinate and coalesce information for CPS or others related to reports, briefers, and presentations in a timely and organized manner and for internal and external stakeholders;

Coordinate and lead learning events and after-action reviews of bureau-wide activities/engagements;

Support learning and information-sharing needs of bureau, office or other coordination groups, etc, to provide robust and timely country and regional specific information for decision makers as directed by the bureau or offices;

Actively participate in intra-agency and interagency KM fora in line with CPS interests and equities;
-
Support other initiatives and priorities requiring KM and related subject matter expertise;
-
Support knowledge management needs of PO or CPS-managed funds and programs;
-
Develop KM resources, guidance, and/or tools for PO and bureau staff; and
-
Provide, as needed, training or facilitation on specific KM topics, practices, or systems/platforms.
Qualifications
-
3-10 years of experience in a professional office setting;
-
Bachelor’s degree from an accredited college or university;
-
Exceptional written, oral, interpersonal, facilitation, and presentation skills;
-
Demonstrated ability to analyze and synthesize information to present complex issues clearly and concisely both orally and in writing;
-
Highly organized individual who has both attention to detail and ability to influence and manage large projects; and
-
Knowledge of MS Office Suite programs (including Excel, Word, and Power Point); and
-
Ability to obtain and hold SECRET clearance required.
Preferred Requirements:
-
Experience working in a complex context affected by conflict and/or violence;
-
Deep understanding of KM systems and processes for a fast-paced, politically-charged environment with multiple stakeholders;

Experience working on KM systems that provide easy to access, user-friendly models for writing reports and briefers and for collaboration;
-
Understanding of how KM systems work alongside communications and learning capabilities in a large data-driven organization;
-
Interest in USAID, DoD, and/or US Government procedures and programs;
-
Ability to develop effective working relationships in a very fast-paced office;
-
Energetic, flexible, collaborative, and proactive;
-
Team player who can positively and productively contribute to both strategic and tactical initiatives;
-
Ability to produce thorough, high quality work within a tight timeframe; and
-
Outstanding problem-solving, decision-making, and good judgment skills.
