Program and Position Description:

Development Transformations (DT) is actively seeking a Senior Sector Specialist with experience in civil service competency reform to provide support to the Armenian Government Office of Civil Service. The ideal candidate will have specific technical knowledge in one or more of the following: competency framework development and roll-out; competency framework training; evaluating civil service employees against established competency frameworks; and, competency framework guidebook creation. This is a part-time position for an initial period of three months (with the possibility of extension) and will require short-term travel to Armenia, arranged by DT.  Required Tasks:

  • Define the structure of existing competencies in the Government of Armenia’s Civil Service; 

  • Provide technical support to design a system to group these competencies and create a prioritization structure for different competencies for each department;

  • Design an overarching methodology for the creation of new competencies and the streamlining of current competencies;

  • Design a methodology to identify which core competencies need further training and, subsequently, design the training program to provide these, including designing an accreditation process which is compliant with local legal regulations; 

  • Design a methodology for employee competency tests to include a full evaluation structure;

  • Create a guidebook of core competencies, as defined by the sub-legislative act; and

  • Other duties as assigned,

 

Required Experience and Skills:

  • Bachelor’s degree in related field required, advanced degree preferred;

  • At least 10 years of professional experience in civil service administration required;

  • Experience working in civil service competency reform preferred;

  • Experience in post-Communist transition countries preferred;

  • Excellent oral communication and writing skills to effectively present information;

  • Capacity to work independently, accomplish goals with little supervision, and seek resources and help when needed;

  • Self-starter, entrepreneurial attitude, and exceptional organization skills required; and

  • Fluency in Armenian or Russian preferred, but not required.
