LWR & IMA is seeking highly motivated individuals for a Project Director position for the USAID MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) APS Round 1 “MNCH/FP/RH Service Delivery in Fragile Settings”. MOMENTUM Round 1 seeks to support countries early in their journey to self-reliance to overcome the impacts of fragility on the population’s health and contribute to countries’ movement along the development continuum toward reduced maternal and child mortality and increased self-reliance.

 

The Project Director will be responsible for the overall technical and managerial requirements of program performance and will be responsible for the overall management and implementation of the project. S/he will supervise project implementation and ensure that the project meets required goals and reporting requirements. S/he will also have principal responsibility for representation of the project to USAID. The position will be based in Washington DC with approximately 40-50% travel expected.

Responsibilities:

• Responsible for overall leadership, management oversight and technical direction for all project activities, which will be large, complex, multi-country health activities

• Serves as primary liaison to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors

• Primary liaison to LWR&IMA senior leadership on progress and operations of project work

• Supervises project senior management team, oversees technical and administrative staff, and oversees subcontracting organizations

• Responsible for the overall and direct implementation of project activities and liaises with project teams to ensure technical coordination

• Ensures that all project assistance is technically sound and appropriate

• Oversees project work planning, performance management, and strategic communications

• Identifies issues and risks related to project implementation in a timely manner and appropriate program adjustments

• Responsible to achieve and report on cost share requirements of the resulting cooperative agreement

• Performs other duties and responsibilities as required

 

Qualifications:

• Has a master’s degree or higher in international studies, diplomacy, public health, international development or a related field, with at least fifteen (15) years’ experience in international health programming, including at least ten (10) years’ experience in senior-level management positions and experience leading large and complex projects primarily focused in fragile settings;

• Demonstrated ability to support cross-sectoral programming and build partnerships;

• Demonstrated experience in strengthening organizational and systems resilience in development, fragile, and/or humanitarian settings;

• Experience managing complex, multi-country and multi-stakeholder projects;

• Has demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field;

• Demonstrated ability to manage staff and decentralized branch/field offices;

• Demonstrated international credibility as a leader on matters of designing, implementing, and strengthening the resiliency of health systems in fragile settings with a focus on supporting development investments in the context of humanitarian assistance;

• Has lived and worked in low- and middle-income countries for at least 5-7 years, with 2-3 years being in a fragile setting (can be part of the 15 years’ experience in international health programming); and

• Fluent English oral and written communication skills. Fluency in an additional language is preferred but not required.

• Willingness to travel extensively, including to unstable and non-permissive environments.
