The Program Manager is an individual contributor reporting to the Senior Director, Program Delivery responsible for managing a portfolio of donor-funded projects in USP’s Global Health Programs (GHP) Department using best practices to ensure client/donor satisfaction. More specifically, the Program Manager will provide day-to-day management of assigned projects, including developing workplans, deploying project managements tools and processes, monitoring project activities against budgets, drafting progress reports among other tasks, to ensure high quality results. S/he will need to work independently and strategically, coordinating closely with the project team, particularly the technical staff and in-country consultants, as applicable. In addition, the Program Manager will contribute to and lead, as requested, on improving Program Delivery owned project management systems, processes, resources and/or tools to promote quality, efficient and client-focused project implementation.
ROLES AND RESPONSIBILITIES
Project Management

Manages assigned donor-funded projects to include projects funded by international donors, such as USAID, Global Fund, WHO, World Bank, etc. and potentially projects funded by US government domestic donors

Holds operational accountability for the timely and successful implementation of the portfolio of projects to include leading cross-functional project management teams with technical, M&E, finance and other relevant staff, development of workplans, drafting of progress reports, collection and tracking of M&E data, and providing quality control support for project deliverables

Works closely with technical staff to identify opportunities for innovation, harmonize approaches, and maintain high quality standards in activity implementation.

Proactively identifies issues/risks, including facilitation of resolution with appropriate management staff

Develops project budgets and monitors project expenditures to ensure activities are implemented within budget and prepares pipelines/projections as needed, and in collaboration with Finance staff

Manages consultants, vendors, and subrecipients/contractors, as applicable while ensuring compliance to donor rules and regulations and USP policies

Partners with the GHP External Engagement and Communications to develop and implement project communications plan and collaborates with project teams to ensure documentation of project activities, highlighting technical and programmatic innovation, achievements, and impact

Establishes and maintains effective working relationships with relevant donors and key stakeholders; and represents USP at key stakeholder meetings.
Program Delivery Process and Systems

Identify improvements and implement changes, as appropriate, to project management systems, processes, resources and tools USP needs to successfully delivery on their project commitments to clients

Lead and own, as assigned, GHMS division-wide systems to support more effective project management

Conduct trainings and hold regular office hours on various program delivery systems, resources and toolkits, to include the development and/or enhancements of training materials and job aides
BASIC QUALIFICATIONS

Bachelor’s degree in pharmaceutical sciences, public health, or related field required

Minimum of 5 years of progressive experience managing donor-funded public health projects; an equivalent combination of experience and education may be substituted.

Experience working with high-level officials in donor agencies, international organizations, local government agencies, such as ministries of health.
PREFERRED QUALIFICATIONS

Master’s degree in pharmaceutical sciences, public health, or related field

Experience working with international non-governmental and with projects in low- and middle-income countries

Results driven with demonstrated successful outcomes

Ability to work independently and manage multiple workflows, while effectively managing project timelines and deliverable schedules.

Must possess ability to handle multiple priorities in a fast-paced environment

Significant experience as a team player and commitment to influence change through a partnership approach

Excellent written and verbal communication skills.

Ability to work in cross-cultural settings

Ability to travel both domestically and internationally at least 30% of the time.

Evidence of broad problem-solving effectiveness (has successfully learned and applied learning in new areas multiple times)

French language skills preferred
