The Consortium for Elections and Political Process Strengthening (CEPPS) is a co-equal, legal joint venture established in 1995 between the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI). Currently, CEPPS is the holder of the Global Elections and Political Transitions (GEPT) leader with associates award (LWA) from the US Agency for International Development (USAID) and has held similar awards since its creation. Over the past 22 years, more than $1.0 billion of funding has been awarded to CEPPS for programs in more than 60 countries. Through the GEPT mechanism, CEPPS works to empower local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies.


The Administrative Director will manage and oversee the day-to-day operations of CEPPS and serves as the direct CEPPS point of contact to USAID/Washington and Missions on all administrative and agreement related matters under the GEPT LWA. The successful candidate for this full-time key personnel position will report to the Technical Director and will lead the CEPPS Management Team to build consensus among the CEPPS partners on administrative matters.


Position Requirements  

  • Minimum 10 years of relevant project management experience with large and complex awards from governmental actors.

  • Experience with government donors, including specific experience in grants management of USAID awards.

  • Proven history of maintaining positive working relationships with USAID Agreement Officers (AOs) and Agreement Officer Representatives (AORs) at missions worldwide.

  • Understanding of global Democracy Rights and Governance (DRG) issues; experience reporting and evaluating international democracy projects strongly preferred.

  • Knowledge of U.S. Government and USAID-specific grant regulations.

  • Excellent communication and team-building and management skills.

  • Familiarity with Microsoft Office Suite and SharePoint.

  • Bachelor’s degree required, advanced degree preferable.

  • Detailed-oriented and organized;

  • Ability to be diplomatic and build consensus;

  • Self-motivated;

  • Ability to prioritize and meet deadlines;

  • Strong communicator, both verbally and in writing; and

  • Collaborative, team oriented individual.


Primary Functions & Responsibilities

  • Serves as main point of contact with USAID for all agreement-related matters under the GEPT LWA.

  • Manages all agreement-related administration of the Leader Award and any

  • Associate Awards issued to CEPPS, from proposal submission to close-out, and maintains records of all agreements, modifications, and other agreement-related communications.

  • Negotiates agreement-related issues on behalf of the consortium and builds consensus among the CEPPS partners for all submissions and communications to USAID.

  • Works with the Technical Director and CEPPS Senior Managers to ensure compliance with USAID rules and regulations, and to review, refine, and improve CEPPS’ internal policies, procedures, budget and systems.

  • Supports the development of integrated work products (including proposal development and reporting) and their timely delivery to USAID.

  • In coordination with the Technical Director, oversees other Key Personnel and immediate support staff to ensure responsiveness to USAID.

  • With the Technical Director, serves as the primary liaison with associate partners, ensuring that they are incorporated into all elements of the LWA, as appropriate.

  • Assists the CEPPS Technical Director in developing the annual workplan and monitoring its implementation, as well as requests for rapid response programs.

  • Oversees CEPPS’s intranet operations, which consists of a central Microsoft SharePoint platform that includes an internal management system and an external portal for USAID.

Required: Bachelors or better in Political Science or related field.
