Title of Supervisor: Director of Contracts, Compliance & Pricing

Primary Objective/Position Summary
The Senior Pricing Specialist will be responsible for preparing, reviewing, and submitting cost proposals in response to specific solicitation requirements and relevant regulations. For individuals with strong pricing and budget-building backgrounds, this position offers an opportunity to lead Cardno’s success across the entire pricing process to winning projects with implementable budgets that achieve results. The primary duties and responsibilities include the following.

 

Budget Development for Proposals (40%)

  • Prepares a range of cost proposals with appropriate complexity in response to specific solicitation requirements and relevant regulations

  • Works on multiple proposal efforts concurrently toward the achievement of a fully compliant and competitive cost proposal

  • Leads proposal teams and recommends initial salaries, consultant rates, allowances, and social charges

  • Leads proposal teams on pricing strategy and facilitates proposal pricing strategy meetings

  • Leads financial inputs related to Decision to Bid Forms, and prepares and submits analysis of final budgets to executive team members; assists proposal managers with other elements of Decisions to Bid Forms as may be required

 

Partnering for Proposals (40%)

  • Liaises with partners on cost proposal requirements, ensures compliance with same requirements, and negotiates partner budgets

  • Assists proposal managers with partnering strategy

  • Provides guidance and technical assistance to proposal teams and partners on topics related to pricing

  • Drafts, reviews, and negotiates Pre Teaming Agreements and Teaming Agreements

  • Drafts, reviews, and negotiates Memorandums of Understanding

 

Project and Corporate Financial Management (20%)

  • Assists in development and maintenance of cost proposal template library

  • Assists with development of proposal pricing strategies, tools, and templates

  • Performs red checks of budget spreadsheets

  • Designs materials for and delivers training courses on topics related to cost and pricing

  • Assists with development of company policies related to cost and pricing

  • Assists with resolution of contractual issues and interpretation of relevant regulations

  • Assists with development of company policies related to contract compliance and risk management

  • Assists with existing project budget realignments

  • Assists with start-up, close-out, and interim reviews of projects’ subcontract, grant, and personnel files; assists with resolution of contractual issues and interpretation of relevant regulations

  • Other special projects may be assigned

 

Education & Experience

  • Bachelor’s degree and five (5) years of experience in cost proposal preparation and relevant international donor environment, or Master’s degree and three (3) years of experience in cost proposal preparation and relevant international donor environment

 

Knowledge, Skills, or Abilities

  • Proven experience working with major international donors like USAID (strongly preferred)

  • Solid knowledge of Federal Acquisition Regulation, USAID Acquisition Regulation, Department of State Standardized Regulations, Code of Federal Regulations, and federal reporting requirements

  • Experience with cost proposal preparation in federal contracting environment strongly desired

  • Proficiency with MS Word, Excel, PowerPoint, and Outlook required

  • Excellent conceptual, verbal, and written communication skills

  • Proficiency in the English language required; proficiency in a foreign language is preferred

  • Willingness to travel internationally as required 

  • US work authorization required
