POSITION SUMMARY

Cardno is seeking a Business Development Manager in our Arlington, VA office to focus on international development proposals and capture work for USAID, the MCC, the World Bank, and other donors. The Business Development Manager will play an integral role in the business development lifecycle--from initial capture and pre-proposal positioning throughout the proposal and final award. S/he will work hand-in-hand with technical experts and other team members to develop and deliver compliant, high-quality responses. Will manage a proposal coordinator.

MAIN DUTIES & RESPONSIBILITIES:

  • Proposal/Capture Management – 40% LOE

    • Participate in pre-RFP capture efforts, including collecting and organizing capture plan documentation, facilitating and leading capture strategy sessions, and participating in in-country capture efforts as needed.

    • Contribute to or lead proposal content; i.e. management, staffing, personnel, institutional capacity, and past performance sections; and/or provide direction to others drafting content, including recommending examples to meet RFP specifications.

    • Lead proposal meetings and reviews throughout the proposal development process, including facilitation of solution and strategy sessions.

    • Serve as Proposal Manager, Writer or Integrator on proposals across a variety of technical areas.

  • Manage Teams – 40% LOE

    • Develop and/or oversee development of proposal schedules, compliance matrices, contact lists and other proposal tools.

    • Provide oversight in the compilation of partner materials to ensure submissions are accurate, complete and timely, including communicating with partners to finalize NDAs, Scopes of Work, and coordinate and align proposed roles with technical, pricing and contract leads.

  • Production and Quality Control – 20% LOE

    • Oversee production and review all proposal content to ensure quality and consistency and conduct final RFP compliance review.

    • Lead or participate in internal lessons learned meetings and recommend process improvements as appropriate.

    • Create, update and manage business development tools and processes to make proposal development more efficient.

Minimum Requirements:

  • Education: Bachelor’s degree in International Development or related field.

  • Experience: 4+ years in International Development; or 3 years of experience with Master’s degree

  • Excellent Writing, Editing & Presentation Skills: At least two years’ experience designing, writing, and managing complex bi-lateral/multi-lateral RFA and RFP proposals for donors such as USAID, MCC, or DFAT. English language fluency required.

  • Team Management & Leadership Skills: Ability to calmly and diplomatically manage teams, initiate and organize work, establish priorities in a time-sensitive environment, and meet deadlines with attention to detail and quality. Demonstrated experience managing opportunity-specific teams. Demonstrated leadership and organizational skills, including the ability to wield soft influence

  • Software Skills: MS Word, Excel, PowerPoint, Teams and Outlook. (Salesforce or Adobe a plus.)

 

 

Desired Qualifications:

  • Languages: Proficiency in other major language(s) desirable.

  • Overseas Experience living and working in a foreign or developing country is highly desirable.

  • Experience with IDIQs (Indefinite Delivery/Indefinite Quality) is helpful.
