Banyan Global is recruiting a Policy Reform Team Leader for the anticipated USAID-funded Partnerships for Productivity Activity to commence in 2022. The Activity will address the mismatch between training graduates and the competency and skills needed to succeed in the workplace. Specifically, the program will aim to enhance private sector firms’ collaboration and partnership with TVET (Technical and vocational training and education) institutions to enhance workforce development programs.

The Policy Reform Team Leader will be responsible for collaborating with host government officials, policy think tanks, and civil society organizations on policy reform issues and advocacy to strengthen Indonesia’s vocational training centers. The position is full-time, based in Jakarta, and contingent on funding. Only Indonesian candidates will be considered.

Responsibilities

  • Lead all project planning and implementation related to policy reform, capacity building, and leveraging public sector resources toward vocational training.

  • Serve as a project liaison with the government, policy think tanks, academia, and civil society on issues related to policy reform and advocacy to strengthen Indonesia’s vocational training centers.

  • Provide technical leadership on the project’s policy reform and advocacy efforts, including drafting revisions to existing laws/regulations/tax codes as well as developing new policies that strengthen Indonesia’s vocational training sector.

  • Ensure the quality and timeliness of project deliverables and work products related to policy reform.

  • Directly or indirectly supervise all project staff and consultants working on policy reform.

  • Ensure adherence to all relevant U.S. government and Banyan Global policies throughout project implementation.

  • Support the development of the project’s USAID work plan, reports and deliverables.

  • Mentor and coach staff to support their professional development and application of skills and knowledge.

  • Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, and support for diversity.

  • Other related duties as assigned.

Qualifications

  • Indonesian citizen.

  • At least 8 years of proven technical experience on policy reform, capacity building, vocational training programs in Indonesia.

  • Understanding of the regulations and guidelines related to the utilization/implementation of tax deductions/incentives (on vocational training/human resource development programs) in Indonesia.

  • Technical experience on donor-funded vocational training programs.

  • Experience (managerial and/or technical) working on USAID and other donor-funded activities in Indonesia.

  • Demonstrated ability to lead complex teams to meet deliverables, demonstrating outstanding supervisory, interpersonal and teamwork skills.

  • Strong organizational skills.

  • Excellent oral and written communication skills.
