This position will be based at Banyan Global’s headquarters in Washington, D.C.

We are recruiting a full-time Gender-responsive Monitoring, Evaluation, and Learning (MEL) Specialist to support the Gender Integration Technical Assistance II (GITA II) Task Order. GITA II provides on-demand, rapid-response, short-term technical assistance (STTA) to United States Agency for International Development (USAID) Missions and Operating Units across multiple sectors. GITA II applies expertise in gender research and practice to the process of designing, implementing, monitoring, and evaluating USAID strategies, projects, and activities to reduce the gender and women’s empowerment gaps that impede development outcomes.  An important part of this work is providing MEL advisory services, training, and technical assistance to the USAID Gender Equality and Women’s Empowerment Hub, GenDev, including supporting the development of indicators and MEL plans, data reviews and analysis, and reporting processes. This position is funded through September 16, 2024 with the potential for continued employment through Banyan Global.

 

The Gender-responsive MEL Specialist will have expertise in MEL across the project cycle and experience in measurement approaches for women’s empowerment and gender and social inclusion (GESI) outcomes. S/he will also have knowledge of capacity development principles and prior experience delivering high quality technical assistance and training on MEL topics to donors and implementing partners.

 

Responsibilities

  • Liaise with the USAID GenDev MEL team to respond to client requests. and provide timely reporting and updates to the client.

  • Provide technical assistance and deliverables under GITA II Work Orders, including but not limited to:

  • Assisting USAID counterparts and implementing partners to prepare and submit MEL requirements, including supporting the preparation of MEL plans, design gender-sensitive custom indicators, and conducting data quality assessments.

  • Producing and socializing MEL guidance and resources, such as How-to-Notes and handbooks of indicators to measure (for example) GBV, women's leadership, gender norms change, or gender in Science, Technology, Engineering, and Management (STEM) results.

  • Reviewing and analyzing reporting and M&E data for GenDev activities.

  • Supporting USAID in improving guidance on, collection systems for, and analysis of indicator reporting on gender equality and women’s economic empowerment.

  • Contribute to knowledge management and sharing across GITA II team and the Gender and Youth practices.

  • Represent GITA II and Banyan Global within working groups and professional events.

  • Contribute to internal and external communications to raise the visibility of the GITA II Task Order.

  • Other responsibilities as assigned.

 

Qualifications

  • Bachelor's degree with a minimum of 13 years of relevant experience, or Master's degree with a minimum of 10 years of relevant experience in gender equality and MEL.

  • Experience integrating gender equality and women’s empowerment in MEL processes across the program cycle.

  • Working knowledge of USAID MEL systems highly desirable. Strong writing, analytical, and organizational skills.

  • Experience developing easy to understand informational materials, such as how-to-guides, templates, briefs, and training modules preferred.

  • Exceptional interpersonal and intercultural skills that support productively interfacing with USAID staff and implementing partners.

  • Fluency in English, with excellent written and oral communication skills.
