Higher Education Senior Technical Specialist,
Egypt Partnerships for Educational Progress Activity

SUMMARY
Arizona State University is seeking qualified Higher Education Senior Technical Specialist candidates for the anticipated USAID/Egypt Partnerships for Educational Progress Activity. The activity will strive to transform Egypt’s public universities into world-class centers of learning that prepare Egyptian students for and connect them to meaningful jobs.
Reporting to the Chief of Party (COP), the Higher Education Senior Technical Specialist will be dedicated to supporting partnerships of U.S. and Egyptian higher education institutions (HEIs), including directing the delivery of technical assistance to enhance: Egyptian HEI market-relevant curricula; modern, student-centered teaching strategies; integration of technology into instruction; and provision of opportunities for students to engage in applied, workplace-embedded learning.
This position is based in Cairo, Egypt and is contingent upon award funding.
Responsibilities

Serve in technical advisory role in finalizing MOHESR/USAID approval a plan for recruiting, supporting, and monitoring U.S./Egyptian HEI partnerships.

Provide technical advising and oversight to each partnership in developing and implementing capacity-building strategies and work plans.

Collaborate with U.S. HEIs in designing and implementing capacity-building activities for Egyptian faculty and administrators in market-relevant curriculum development; student-centered pedagogy; integration of technology in instruction; design of experiential learning opportunities; and education leadership.

Support project in planning and programming study tours for Egyptian faculty and administrators to U.S. HEIs, private sector organizations, and other relevant entities.

Collaborate with project Monitoring, Evaluation, and Learning (MEL) Manager in developing and implementing plans for measuring progress of partnership activities.

Contribute to USAID-required reports.

Other related duties as assigned.
Qualifications

Advanced degree (Masters level or above) in international education, higher education administration, education in development, or a related field.

Minimum 8 years of progressively responsible experience in higher education capacity building.

Demonstrated understanding of the inherent complexities of higher education partnerships, including cultural difference, power differentials and resource limitations.

Professional experience in MENA region higher education systems; experience in Egyptian higher education system strongly preferred.

Egyptian national strongly preferred.

Fluency in written and spoken Arabic and English and evidence of strong oral and written communications skills.
