Finance Manager, Egypt Partnerships for Educational Progress Activity
at Arizona State University

Location: Cairo, Egypt

 

SUMMARY

 

Arizona State University is seeking qualified Finance Manager candidates for the anticipated USAID/Egypt Partnerships for Educational Progress Activity. The activity will strive to transform Egypt’s public universities into world-class centers of learning that prepare Egyptian students for and connect them to meaningful jobs.

This position is based in Cairo, Egypt and is contingent upon award funding.

 

Responsibilities

  • Provide overall technical and administrative leadership in the areas of financial management, including financial management of all subawards for the Partnerships activity.

  • Work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP) and Home Office Project Management team to establish and oversee the management of the project financial systems.

  • Carry out accounts payable, cost allocation, quarterly reporting, payroll, budget preparation, subaward management, and tracking support.

  • Manage personnel and payroll office staff and procedures.

  • Represent the program with local administrations (social security, tax authorities, landlord, etc.).

  • Ensure that all required documents are accurate and updated and compliant with the up to date local regulations and laws governing taxes, contracts, administration and accounting.

  • Set-up, manage, and provide technical assistance related to the sub-awarding components of the Partnerships activity.

  • Ensure that all financial and subaward management and reporting are compliant with USAID.

Qualifications

  • Bachelor degree (advanced degree preferred) in Finance, Business Administration, Management, or Accounting.

  • Eight years of experience in Financial Management.

  • Experience managing subawards with international development programs and donor funds.

  • Knowledge of USAID policies and business practices and direct experience managing the finances and administration of a USAID-funded project are required.

  • Demonstrated effective interpersonal skills, leadership, creative problem-solving, and ethical management.

  • Excellent oral and written communication skills.

  • Fluency in written and spoken English, additional fluency in Arabic is preferred.
