Chief of Party 
Egypt Center of Excellence for Energy (COE)

at Arizona State University

Location: Cairo, Egypt

 

SUMMARY

Arizona State University is seeking an experienced Chief of Party (COP) to be a part of the USAID-funded Egypt Center of Excellence for Energy (COE) project. The overall goal the COE project is the substantial improvement of the capacity of Egypt’s higher education institutions to drive private sector innovation, modernization, and competitiveness; strengthen government policy to stimulate economic growth; and design solutions to Egypt’s development challenges in the Energy sector. Under the direction of the Project Director at ASU, the COP will be responsible for ensuring quality control and overall responsiveness of the technical assistance provided by the implementation of the activity. The COP will also be the point of contact for USAID in Egypt for day-to-day procedural and substantive matters.

Responsibilities

  • Provide overall technical and administrative leadership of the COE Egypt Organization, ensuring an integration among different components and actors, and a focus on achieving the results defined in the award.

  • Supervise the submission of program deliverables and provide accurate and timely reporting to USAID and key stakeholders in all program areas.

  • Oversee financial and administrative management of the program, ensuring budget discipline and compliance with ASU policies and procedures and USAID rules and regulations.

  • Maintain close communication with ASU’s home office to support planning, reporting, decision-making and risk-analysis.

  • Serve as primary liaison with all in-country partners: USAID Egypt, MOSHER, GoE agencies and partners, Energy industry and NGO partners; organize quarterly think-tank meetings and assist in the development of the sustainability plan and technology center.

  • Serve as the interface with the Egyptian Partner University (EPU), Deans, and related COE faculty and staff, including implementation of the ASU/EPU exchange program.

  • Oversee the implementation of the center’s research efforts in Egypt (workshops, seminars, committees, etc.)

  • Supervise the center’s communication plan (newsletters, reports, social media, website, etc.)

  • Conduct performance assessments of direct reports, identifying and recommending areas for improvement and opportunities for professional development.

  • Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity.

  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, and innovation.

  • Other related duties as assigned.

 

Qualifications:

  • Master’s Degree (MBA or PhD. preferred) in International Development Education, Education Leadership and Policy, Public Administration, Energy, or other relevant business or technical areas.

  • Minimum ten (10) years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs including the administration of international donor technical assistance projects with skills in strategic planning, business development, management, supervision, budgeting, and delivery of presentations.

  • Minimum five (5) years of international experience leading capacity development programs that involved collaborative design and implementation across multiple institutions projects funded by NGOs, industry, or government agencies.

  • Demonstrated skill in developing and communicating a common vision among diverse partners, developing stakeholder networks, and establishing pathways for successful communication and coordination across stakeholder organizations.

  • Demonstrated skills in performance monitoring, planning and implementation of gap assessments for continuous learning and performance improvement, and outreach to further enhance project impact.

  • Evidence of superior analytical, communications, organizational and interpersonal skills.

  • Ability to clarify roles and responsibilities to ensure understanding of expectations; taking action to mitigate conflict.

  • Ability to prioritize and handle multiple tasks under tight deadlines.

  • Evidence of strong communication skills, both interpersonal and written.

  • Knowledge of the USAID, World Bank, and/or other international agencies.

  • Experience working on international projects in Egypt.

  • Language Proficiency: Level IV English and fluent Arabic required.

 

Working Environment:

  • This position will travel frequently to Egyptian partner universities daily during the project period and interact with administrators, faculty, and students working at ASU and at Egyptian universities, along with interaction with Egyptian and international Energy stakeholders. Travel to various locations within and outside Egypt, and visits to the USA are required. Regular use of standard office equipment including, but not limited to computer workstation/laptop (keyboard, monitor, mouse), printer, fax, calculator, copier, telephone, and associated computer/technology peripherals. Requires moderate driving using a personal vehicle to perform work.
