Chief of Party, Egypt Partnerships for Educational Progress Activity

SUMMARY
Arizona State University is seeking qualified Chief of Party (COP) candidates for the anticipated USAID/Egypt Partnerships for Educational Progress Activity. The activity will strive to transform Egypt’s public universities into world-class centers of learning that prepare Egyptian students for and connect them to meaningful jobs.
The COP will lead and be responsible for managing a cooperative agreement with USAID and implementing agreed-upon activities and report to ASU’s home office Program Director. They will be the principal point of contact for USAID in Egypt for day-to-day procedural and substantive matters. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
This position is based in Cairo, Egypt and is contingent upon award funding.
Responsibilities

Provide overall technical and administrative leadership of the Activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award.

Maintain close communication with ASU’s home office Program Director and ensure the Activity reflects well on the ASU brand and reputation.

Establish relationships and serve as the primary liaison with USAID/Egypt and the Government of Egypt and private sector education programming stakeholders

Identify issues and risks related to Activity implementation in a timely manner and suggest appropriate adjustments.

Ensure quality control and the overall responsiveness of technical assistance.

Oversee financial and administrative management of the program, ensuring budget discipline and compliance with ASU policies and procedures and USAID rules and regulations.

Supervise the development and submission of program deliverables and provide accurate and timely reporting to USAID and key stakeholders on all program areas.

Oversee the establishment of effective and accurate project reporting, monitoring and evaluation, financial management, and personnel and procurement systems.

Provide onsite support and supervision to project teams and partners on a regular basis to ensure quality implementation of project activities.

Conduct performance assessments of direct reports, identifying and recommending areas for improvement and opportunities for professional development.

Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity.

Demonstrate diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, and innovation.

Other related duties as assigned.
Qualifications

Advanced degree (Masters level or above) in education, organizational development, management, development studies, international affairs/relations, or a related field of study.

Minimum 8 years of experience as a COP or in a leadership position involving the administration of multi-faceted, international donor-supported programs with skills in strategic planning, management, and supervision.

Demonstrated ability to provide oversight of local capacity development efforts, including working with local partners, Higher Education Institutions, and the private sector, to ensure adherence to all sub-award requirements.

Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams. Experience working with host government ministries is strongly preferred.

Evidence of strong interpersonal and communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement.

Fluency in written and spoken English, additional fluency in Arabic is preferred.

Experience managing programs in the MENA region.

Proven experience navigating complex and high-pressure operating environments.

Experience in the development and management of USG programs within a context of multi-donor funded programs preferred.
